Job Description



  1. Staff development and supervision:
  • Directs, coordinates, manages and evaluates the program’s certified/licensed staff
  • Conducts weekly teacher meetings and attends Interdisciplinary Team Meetings as needed
  • Ensures the delivery of all required services to each student
  • Prioritizes teacher work efforts and assigns/delegates additional duties as required
  • Conducts frequent informal supervision meetings with staff members in order to set appropriate goals and objectives for improved performance
  • Completes a formal annual evaluation of employees, and quarterly assessments as needed
  • Handles teacher personnel issues and progressive discipline as needed
  • Offers professional development opportunities to certified staff
  • Provides training opportunities to all staff members, including individualized supervision meetings, weekly meetings, and in-services to enhance policy and procedural support
  • Assigns students to specific teachers and service providers
  • Makes determinations regarding enhancements to the curriculum
  1. Policy and Program Monitoring
    • Formulates goals and objectives for the education program and establishes action plans for timely implementations
    • Develops education policy and procedures in accordance with Federal and State Statutes and participates in annual revisions
    • Monitors education program and teacher compliance with all agency and education policy and procedures
    • Conducts audits of student and personnel files for accuracy and organization as required by policy
    • Determines the education program operational schedule (school calendar, beginning and ending of the school day)
    • Conducts informal hearings for students being suspended, imposes in-school suspensions of students, and suspends students
    • Attends student’s PPTs
    • Interacts with school districts and other agencies in order to obtain education information of enrolled or potential students
  3. Policy and Program Monitoring
  • Maintains communications with parents regarding student performance and school activities
  • Secures, coordinates and ensures the delivery of all required outside services, such as counseling, speech pathology, and occupational therapy
  • Coordinates communication to receiving school districts of discharged students
  • Attends or assigns a designee to attend TEAM, CMT, CAPT, or other state required meetings and workshops
  1. Financial Management
  • Develops education budget and establishes fiscal priorities
  • Monitors and maintains program expense and revenue budget categories through monthly documentation, and justifies variations from targeted averages
  • Ensures proper accountability of educational equipment and supplies
  • Recommends teacher salary increases based upon completed performance reviews in accordance with agency resources
  • Ensures a preventive maintenance approach to classroom upkeep and reports concerns to the maintenance supervisor 
  1. Community and Outside Agency Relations
  • Participates in statewide administrative organizations such as Connecticut Association of Private Special Education Facilities (CAPSEF)
  • Networks with Education Directors from other Private Education facilities to foster agency and education program growth
  • Identifies, coordinates, and monitors existing and new outside agency resources for the education program and agency use
  • Participates in any committee meetings, trainings etc., assigned by the CEO or Chief Administrator
  1. Student Supervision
  • Reviews incoming educational materials and coordinates student admissions with Admissions Director and/or her/his designee
  • Directly investigates and handles all student discipline and grievances
  • Abides by agency confidentiality policies 


  • Develop a Quality Assurance Tool and process to be utilized with our internal OWL platform. (OWL stands for Observations and Walkthroughs for Learning and is our web-based platform designed to house quality assurance data across Catapult Learning’s national programs. This tool would measure the quality of our implementations.)
  • Maintain and improve program design through input from the field, clients, quality assurance data, and program evaluation data.
  • Train and consult with specialized services program supervisors nationally, to assure the quality and consistency of program delivery.
  • Develop and manage an operating manual for specialized services.
  • Support sales efforts and proposal development efforts around these programs nationally including developing proposal language.
  • Support start up of new programs, working with the regional leadership teams to ensure a successful implementation.

Job Requirements

Master’s or above in special education, counseling, psychology or related field. Proven experience managing special education/special services employees, preferably in a school setting. Knowledge and experience with inclusionary practices. Knowledge of state and federally funded programs for at risk students desirable.
